"Up to" $100 deductable

Company advertises "up to" $100 off your deductable for their services. However, after they and you have worked it out with your insurance company, and you've gone through and setup their mobile glass repair, they will tell you they will not give you the whole $100 deductable off. "You must still pay $20." False advertising. And when called on it, they said "well, we have to make money, " as though we were ripping them off by using their deductable claim (like everyone else promises).
