Rip off! Charging me $38.35 to change my home phone number?!

I called SBC to request a new phone number because I am having harassing calls as well as an outrageous amount of wrong number calls.

They told me it would be $38.35 to change my number. That is ridiculous. I can see a $5 to $10 charge, but almost $40??? That is a bit much.

I've changed my number in the past, and it has NEVER been $40. I've been with SBC for a long time and I am very dissatisfied.

This in an uncalled for charge. I want something to be done about this.
