UniRush Stole my State Refund

My state refund was direct deposited into rushcard direct deposit account on 3/15 I waited th standard two days and nothing posted I immediatedly contacted rushcard as well my state treasury department the state informed it was accepted by rushcard and contact them. Rushcard tells me the need me to send documents to verify who I am and then It will post. I sent in drivers lic., social security, current paycheck stub and state 1040 on 3/19. I was then told wait up to three days for verification I did I was very hopeful on 3/21 when I was told it had been forwarded to the correct department and should post within three business days. Three Business days later I call and email asking why it still hasnt posted and where is my refund? I am now being told just wait three business days for verification. I am beyond upset how can the just steal peoples refunds like that.
