Ripoff they put put through an electronic check without permission and the customer service is in ASIA! They claim the electronic check was declined

An electronic check was put through on my bank without permission by Utalk Unlimited. When I called them I was told the electronic check had been DECLINED and I have to submit a copy of my bank statement to get my money back.
They have the customer service outsourced to Asia and have only a post office box (P.O. Box 18434, Las Vegas, NV 89114-8434) to send in complaints.
