Ripoff north miami beach

I received a letter in the mail on 2-23-04. They cashed my check by the 27th. I was told that if I sent them $39.00 an additional $3, that my materials would be shipped to me within 7 days. It has been over a week and I still have not received my materials.

From what I've read, I do believe that I have been a victim of a scam. I have been ripped off, and I'd like to know how to go about getting my money back...
