Employee gets away with theft even though it was reported

First and foremost the ADC manager is verbally abusive to the employees, the ones he doesnt like. His name is Richard Wabberson. One employee with autism removed a box of trash off the truck because another production manager complained of flies and maggots in the bulks. There is a rule that you do not even take your own personal trash. He removed the box of personal trash when adc manager pulled up.

Box had a baseball glove and ball in the bottom. He was given 2 choices either voluntarily resign or court/jail. He resigned. Funny thing is another employee Antonio has been taking items including a Braves jacket with $200 in the pocket and 2 Goodwill propane tanks which he admitted to, when brought up to the ADC manager he said he himself took them, not true because I saw Antonio put them in his personal vehicle.

This was reported to the transportation supervisor and nothing has been done about it. The ADC manager is in cohoots with this employee. Someone came out to question another employee and yet he is still working there. Why is one employee asked to leave over a box with glove and baseball but it is ok for this employee to take Goodwill property off the truck for personal use. Other things have been taken as well but no one seems to care.
