Billed me with no service and bad custmer care!

I was called a month ago about a new phone service in my thought was ok i'm new t the area and it would be nice to have one. I gave them my info over the phone even though they had most of it. After the date they said the phone would be active i went out and bought a phone just to find out the service wasn't on. I called them and they said the phone is active and told me how to go online and check it. I did that and waited 24 hours to see if it would be on yet it wasn't. I called back but the was very rude and didn't really care they told be they would make a service call yet i haven't seen anybody yet. I called today and i couldn't get though to talk to anybody. Now i went online and they are billing me my first bill without any service!!!
