Contract disputes, lying, not providing reg papers, claims harrassment when asked about reg papers. Over charging

We Purchased Kenia from Irina Barrett at euboxer.com on July 3rd 2010. We drove round trip from Maine to Virginia to pick her up to avoid another stressful flight for her since she was already flown from Russia to Virginia. We purchased her as a breeding prospect. We paid $2500 for her and were told by Irina that she would mail us her FCI export pedigree when it was ready. We were told there would be an extra charge of $100 for the pedigree. We have made several attempts and offers to send the additional $100 by email and phone. But Irina either does not respond or makes a promise the papers will be sent soon and we still have yet to see them. At first we didn't think to much about it since she deals with many dogs of different breeds and figured she was just busy or behind. We decided to purchase another dog from her and sent a deposit.

Everything changed when the new dog was diagnosed by her vet with a genetic defect and Irina insisted we take his brother instead and did not provide us with any other options. We decided we did not want to take this risk with our breeding program, why would we want a sibling of a puppy with a genetic defect in our breeding program and why would she insist that we do so. Our only option was to request our money back because our opinion of Irina changed and we no longer wanted to do business with her. Our goal is to better the breed and we only want to associate with people who have the same goal. Irina lead us to believe that was her goal but we no longer believe that to be true. Irina was unhappy about that and felt we had wronged her. Irina did not want to send our money back but when we demanded that she do so she promised that she would by a certain date and then she stalled and used deceitful tactics in order to delay sending our refund. We did finally get our refund after several weeks, emails, and phone calls. Irina was very angry about having to send us back our deposit refund so in retaliation Irina is holding Kenia's papers hostage.

This is very unprofessional and unethical behavior, she is holding back papers on a dog that was purchased with breeding rights and was paid in full in an attempt to "punish" us for demanding back our money on a dog with a genetic defect. We have a contract that Irina is not standing by.
