IPS Bulk Email Marketing Scam

I ordered 2 million emails for my housewares product line. Third party tracking shows that only 2 (yes, only two) emails were sent to unique ip addresses. 2 million emails and zero sales? This is really suspicious.

They send you an old, recycled list of fake ip addresses and claims these are the ip addresses the emails were sent out to. How can we know if the emails were ever sent to these ip addresses?

Total scam!
