Billed Credit Card, Never Shipped, No Refund

Wow. All right, so Card Collector's Paradise is a small shop in Rhode Island with a small website for Internet sales. The thing is that I can hardly believe that they've had this site and this store running for several years now. Back when they sold Magic cards, I placed a pre-order with them for two booster boxes at a pretty nice, but still hefty price for a luxury buy. I immediately get sent an order receipt with a url to see my order and everything.

Fast forward to after the set's actual release - it's been a month and there has been no follow-up. I call them once every few days but I get the voice machine all the time. I keep calling and e-mailing and citing that I indeed DO have an order form from them and my bank shows that I was charged. The order never arrives. Being a little young, though, I forgot that I could have my bank force a refund - by the time I asked for one, I was a few days too late. Still, it's been a year and a half already and all of my calls and e-mails are still ignored completely. What kind of business is this?
