Unauthorized Voicemail Charges Added to Verizon Phone Bill

USA Voicemail charges appeared on the Verizon phone bill. Charges incurred without authorization. Had to contact Verizon to have the charges deducted from the phone bill and a block put onto our Verizon account. Was told by Verizon that it is a FCC regulation to allow third parties accrue miscellaneous charges on customers telephone statements. How can that be legal?
