Ips in the same spot - Wrangler relaxed fit cargo jeans

My husband continues to have the same problem with his Wrangler cargo jeans in the exact spot of every pair he buys. He sent two (2) pairs back to the manufacturer after calling the company and getting a postage paid envelope. They sent him 2 new pairs and the replacement jeans have done the same thing. These are supposed to be tough jeans and they aren't tight on him by any means. Can't understand why this keeps happening. Jeans aren't cheap.
