Refuses to refund deposit for a job not done

I expected him to quote for an exterior program; he cited for both inner and exterior so when I approved the quote for that exterior system but queried another estimate, he insisted another function should be completed. I met using the tenants and solved that no additional work was required. I subsequently didn't agreement with Nolan as he'd misrepresented the problem and requested for my deposit back. He declined to get this done, calling me titles and being really rude. I'm still waiting to obtain my deposit back.
