VIP shops Ordered shoes never sent shoes or refund or responded to emails after numerous contacts to order dept and manage

I ordered shoes from this website. The shoe prices were low, but the shipping fees were like $30. That was not the problem—it was that after I paid for the shoes online via their PayPal account—I never received the shoes or a refund. Their is no phone number to contact this company. Confirmation was sent via email from vipshops118@hotmail.com. Most of it written in Chinese and broken conversational English. (see example below) Hi my friend, we have to return your money if you do not want to pay 10$ more. It is X'mas shopping time, and the shipping fee is very high now. Hope you can understand. We are still friends thank you!

I have emailed them and their management numerous times, but I have not received a response.
