"chris" magazine rip-off by fake sales reps whittier nationwide

I am writing to report a fraudalent magazine rip-off scam. The company is called "Circulating II Inc." or circ2.com., and they claim to sell magazine subscriptions through representatives that do the door to door thing.
This rip-off scam actually happened to myself and friend while we were having lunch on campus. A young Caucasian guy, no older than 23 years old approached us claiming he was an out of state student that didn't qualify for financial aid. He claimed that he was competing in a National Competition to receive an expense paid internship to the BBC in London.

His name was "Chris" and claimed that the competition required him to sell 21 subscriptions a day. When my friend and I were approached, he said he only needed 2 more subscriptions to complete his goal for that day.
Unfortunately, my friend and I bought into it, and gave him a total of $126 dollars in cash. I ordered a year subscription of TIME MAGAZINE, which is a weekly magazine for $50 a year plus a $10 process and handling fee. She ordered 2 2-year subscriptions (since he said you need to sign up for 2 years) which cost her a total of $66.

The worst part about it is that he told us that we would get 20% off of our books on any college campus as long as we kept our receipt. Obviously, that is not true either. I'm really upset because the reason I bought the magazine subscription from "Chris" was because I figured I help him with his competion (I know what its like to struggle financially during school) and please my husband since he has been bugging me for TIME, and I got it as an early Christmas present.
Please do something about this. I know a lot of students at RIO HONDO COLLEGE, in Whittier, CA that have bought into it.
