Fraudulently Charged Debit Card

A charge for $39.99 just "appeared" on my debit card shortly before Christmas 2009. I called the 800 number listed on my transaction summary online and reached some young girl who I immediately told to return my money to my card and she stated that she could NOT return my money and when I asked her what the charge was for she said that I had been contacted by phone to take advantage of a discount program for local businesses and attractions.
I informed her that I had received a phone call from someone a few days prior, and that the person on that call simply asked me to verify my address to receive a $100 Gas Card as part of a vendor promotion.
Evidently that was all it took for them to go right ahead and charge my card. I have yet to receive a refund of my money OR a gas card.
