Takes your money does not deliver product ordered

I ordered a shoe from buyvouge.com on the 17th May costing $119, I also paid $9.99 for shipping in 3-7 business days. Today is June 9th and i have not received my order.
There is no contact no. Available on the website, there is an option for live chat with an employee, but no one is ever available or you can send them an e-mail but nobody ever responds.
I have also learnt that this company has been doing this for a while to many customers who are unaware of their fraudulent behaviour. They either dont deliver, or they deliver months after and in many cases they deliver incorrect orders.
It is not fair for buyvouge to be stealing consumer's money and getting away with it. This company needs to be charged for it robbery, they have been doing so for too long.
