Valmax/intelius unauthorized deductions from my account $19.95 & $24.95

Intelius & valmax have been deducting money from my bank account without my authorization or my consent. I have attempted to contact them with never a response. There should be laws for theft and if so, where would i go to enforce them. The internet is full of their violations. Why haven't they been stopped.
