Refused Services due to too little amount owed the IRS

My sister has been hounded by an IRS agent for the last two years over her small buisness. After paying out all the previous fines, we said enough was enough and looked for someone who was better equipped to take on the IRS. The Tax Lady commercials inudate the TV and radio, so we figured give her a try.
The response from the fine Tax Lady consultants was that the amount owed (4K) was not enough for them to bother with and just pay it.
I don't know what scam is played (do they get kickbacks from the IRS?) because I have never met a lawyer not willing to accept a paying client.
