Tricked out of my money by sending me wrong merchandise and refusing refund

On my anniversary Nov 6 I ordered 2 pair of high heel boots from Amiclubwear.com. A week later I recieved the box that had the boots in them. That is when I noticed that One of the boots wasn't even close to the boots I ordered. The pair I paid for was 29.99 and the pair they sent me were 17.99. I called the customer service number and found out what I needed to do to get my money back. I followed the instructions given. A week later I went to UPS and called Amiclubwear again to double check that I didn't miss anything. I then sent the shoes back. Today I checked the tracking log on the UPS site to find out why they hadn't sent me an email saying they had recieved the shoes like the customer service lady said they would and saw that they refused to sign for the shoes and had sent them back. They refuse to talk to me or tell me anything now. Now I am out $45 that I could have spent on something else.
