Refused to pay me

I have been working for court services for a month and I have had to cover expense out of my own pocket. The first time I was to be paid I was told that Eric Kindley would pay me at the end of the month and never did. Then I was told that I would be paid on the 10th of November and I haven't been paid yet. When I spoke to Mr. Kindley he first told me that my pay check was in the mail, but it never came and for more than a week he would not answer my calls or texts or emails. Finally He spoke to me and told me that he had not cut me a pay check.
