He refuses to issue a refund for suits he never created

I contacted Bryon David to make custom figure suits for an upcoming figure competition. I gave him a check that he cashed for $1650.00.
Because of health reasons, I was unable to do the show and I contacted him before he started on the suits.
When I asked for a refund, he told me he did not have the money. He offered to send me four figure suits to sell on my own to obtain my refund.
It has been almost a year and he has still denied even a partial refund.
Do not do business with Bryon David. He is unorganized and very irresponsible!
