Unfair Billing Practices... Constantly changing due dates month to month

I have had municipal utilities since for well over a year. The due date has changed each month... Now it has gotten so that to pay the bill, on the first of the month... Now makes me late. They charge me an average of $20 dollars for being late... When they change the due dates from month to month. When I spoke with them about this, asking If I could make it solidly on the first of each month... I was told NO. They stated they had a rolling billing cycle... So basically, they have committed me and many more to paying late fees EVERY month. My bill didn't used to be late until the 8th o the month. Now the first! How many people besides myself are being ripped off in this way? Something needs to be done. It's bad enough that we HAVE to use this company... But for them to be unwilling to work with us??? There has to be some sort of regulation... IS there some sort of law? Can someone put a stop to this!!!
