Constant rescheduling or not showing up, really late

The driving school that i attended did not complete the service offered. I payed the drivers instructer in advance for all lessons from the beginning. He constantly rescheduled my appointments to make room for other students and when we had an appointment he would show up late or not at all. We called him numerous times, he said that he was busy and would call back but we never recieved any calls. After all this time, my permit expired and due to his inability to do good business, i had to take it over again.
