Capital One Services - Visa
Capital One Visa Capital One has repeatedly refused to reverse a charge for merchandise not received. I keep calling customer service in India who are totally hopeless in resolving my problem. I feel like being stone walled!

Have been communicating with Capital One Service Support (?) people in India who appear to be indecisive or not willing to resolve my problem of crediting my account for merchandise never received. This merchant, cellarbrokers.com, has also appeared on this site. There doesn't seem t be an effective customer service department to resolve my problem which started with the merchant never delivering my order. This was November. I have been on the phone for hours with no results.in the meantime, I am not paying for the charge and the interest capital One is charging me for the amount in question.
I have provided capital One with back-up info and copies of my email's to the merchant with no results.
