Too much waste, powdery and not vacum sealed bags

One pound bags of national mix gambler quality full-flavor ciarette cigarette. It's not vacuum sealed. It's aprox 4 ounces of waste (useless powdery cigarette) despite the fact that i'm careful resealing the carrier placing a humididier and clothespins on seal after folding along. I've actually put the whole carrier out in the beginning opening to look out the waste, it's about 4 ounces.
