Charge on my credit card without permission Rancho Cucamonga

I was looking for grants off the internet to help me with my house. I have only owned it for a little over a year and the roof is trashed and we have black mold everywhere. I am worried about my family. Anyhow I payed IDS Grant a couple of dollars to get info which I still have not reseived and on the 7th of march I only had $15.00 on my credit card so I called netspend to find out what happend. They told me to call them and I did. IDS Grant was closed. I told netspend to cancel the IDS Grant for $95.00. They did not approve this transaction and did not know about it so they paid them any way. I cancelled that card and its going to cost me $15.00. Now we are broke. That was the last of my money. I will attept to call them again. Thank You
