Not recieving kit that I paid fo

I ordered this kit off the tv and was soppose to be delivered in timely matter but, never recieveed it. Was called by this company to help me understand the system and told them I have not recieved it yet they said they would call back in a week still nothing I ask if he could check on it and he gave me a number where nobody would answer. And all the others that call said they would get in touch and find out why. Last week I got a phone call from a ldy at beck realtys and contacted them but, they said it has been over 30 days and I have nothing and they have 72.00 dollars of mine and nothing from them so I wanted to get a refung not happening what can be done?
