Passport Photo Printing Massachuetts

I went to CVS to get a 4'x6' print that contains 6 2'x2' passport size photos. After waiting for 10 minutes, the picture finally comes out from a Kodak printer. When the clerk at the photo desk saw that I'm printing passport photos, he simply told me that he could not give me the print. He is saying that only CVS can make passport photos, which is prices at $7.99 for 2 passport photos.

I am shocked to learn that I can not print any pictures that I created by myself. When I transfer the pictures from my SD memory card, it only states that I can not print copyrighted pictures or obscene pictures. Why do they want to create more limitations on the photo printing service? The only thing I can think of is that CVS makes to make maximize its profits on the passport photo service. Luckily, CVS does not have the monopoly on passport photos in the US. Otherwise, all the travelers will be ripped off by its low tech passport service.

When I contronted the issue with the store manager, he finally let me to have the print. He is still claiming my picture is not as good as his passport photos. It is none of your business. That will be my problem if my pictures are rejected. I believe the US passport service will accept them without any questions, which I have done several times in the past. Besides, my photo has a 8 Meg pixel resolution. What is yours at CVS?
