Scam artists steal from trusting buyers of painted United States quarters. Bought and paid for but not received for two years and Connecticut

After paying for the 50 state quarters in color, they suddenly stopped in 2007. These quarters are very pretty and look so nice in the book that was included. I had looked forward to the completed set which seemed to be moving right along.
When the set due to me on 2007 did not come, I had put the holder away and thought they were just late in sending them.in a drawer they remained forgotten until the next set was due. I am now without the quarters for the last two years and can find no one to help me contact these companies for eather a refund or the ten over-due quarters.
Is there any help out there? If the company was going out of business, they could have at least sent a letter or something. Leaving everyone hanging with incomplete collector books is a rip-off.
