No delivery of flowers, but charged

Plants for my child's birthday were never shipped but my charge card was billed. Four telephone calls and 2 emails have led to no reaction. Like a military household, we recognize this isn't as severe to be in a dump with people firing at us, however for crying aloud, it is hard enough that operating to the nation, we've to become divided from our fairly recently used senior school age child on her birthday and these people are making it harder.
