Guarnished my bank account!

First off, Derek E. McGavic calls my home multiple times a day. When we answer, there is no one on the line. When I try to call them back, I find that it's not possible to speak to a live person. I end up getting forwarded to a voicemail.

They sent me a letter telling me that they were willing to settle my debts. I responded, telling them that I was willing to do so as well. Next thing I know, I receive a summons to appear in court for the debt!

Subsequently, I received a letter of judgement from them and the courts. I'm currently in the process of filing bankruptcy. I receved a call from First Tech Credit Union this morning telling me that Derek E. McGavic has guarnished my savings account!!! It was only $90, but still...

I raced to my other bank and withdrew all of the money.

What I would like to know is how they can guarnish bank accounts!?!?! How can I write a check for rent or to PGE if I am in fear that they will empty my bank account? Does having a guarnishment mean that I can no longer have a checking account?

I also have another debt that was bought by them when it was at $7,000, and somehow it magically is now almost $15,000!!!
