Attempt to receive additional payments from the state

My grandmother passed in July. We sought the service of David Williams funeral home at 108-20 Sutphin Boulevard, Jamiaca, NY 11435. He provided the service for 3500.00. Shortly after her burial we were informed that my grandmother had a irrevocable burial trust fund with the state. I contacted Mr. Williams, he informed me that he would obtain the funds but he would have to submit a new bill. He stated he would require an additional 10% from the fund for his services. Although, I was uneasy with this I agreed. I told him my family only wanted back the funds they gave him for the burial. We were not trying to secure any extra monies. He stated he would submit a bogus bill to the state and inform me when he received the check. I told him that I wanted to see in paperwork he was submitting to the state on my families behalf. He said that would not be a problem. Shortly, after this telephone conversation, Mr. Williams stopped taking my telephone calls. Although I now know that the family is not entitled to reimbursement from the state, I do not want Mr. Williams or his funeral home to profit from me grandmother's death.
