Selling information they didn't have access to

I needed my employment history ASAP, no time to order it from a free service as it takes time for them to deliver. This website promissed that information and the payment was extracted from my account BEFORE I could login and at that time they displayed the terms and conditions agreement without singning which I still couldn't access the website. The terms and conditions listed the company not responsible if I am not satisfied with the service. Sinc I couldn't access their website (and presumably get my employment history) unless I agree to the terms, I did sign. Once entered, the website didn't even have the 'employment history' on the list of their searchable databases.
