Keeps slamming my phone service at 4X the price

I recieved my phone bill and my phone service was slammed by USBI. They charge 21c per minute and my old carrier charged 05c - so more thatn 4 times as much! I called and they said "Oh you approved it". They said they had it on tape so I said I wanted to hear it. That was a month ago. I just had to get my old carrier to take back the line and do a "pick-lock". But then I saw my phone at work was also slammed. These guys are REAL active right now!
