Tried to obtain employee information from our company by harassing me for info i can't give out

I work for a government agency in the payroll dept. I received a call from someone named ron solowish (then later ron soldwish). He wanted me to help find an employee to garnish their wages. He stated he was allowed to do this because they are working for the dept of education and that information has to be released. I told him i couldnt release that kind of information over the phone as i didn't know who he was. He told me he would fax PROOF. His PROOF was a fax in which he wrote DOE on the bottom of the fax. Is this guy kidding??? I called back to tell him this was not appropriate as he did not know the case number of the DOE claim, or the amount.

I believe he must really have been trying to get information by CLAIMING it was for DOE, but it probably was for a cell phone or credit card company. He started screaming at me that i was helping all the deadbeats who won't pay their student loans. I told him calmly, i don't know that this is about student loans. He again started screaming at me how could i be so stupid to think he would do something like that to jeopardize a government contract. Like i said — i don't know who this guy is. I finished the call by asking for actual documentation for the dept of ed. He was unable to produce anything the entire day. Go figure!!
