Took $29.25 for marketing my site without providing traffic

This is what the company states "There are 3 phases to the EMP:

1. Guaranteed qualified targeted visitors: We send guaranteed, qualified, targeted visitors to your site (at the rate of 200-700 per day).
2. Banner impressions (Optional): We show you how to get additional targeted banner impressions from the visitors we send to your site. This phase is totally optional.
3. Highly Responsive Opt-In Solo E-zine Advertising (Optional): We have a list of 150,000 opt-in subscribers just waiting to read your solo email ad. We offer our EMP members a huge discount on Solo Ezine Ads. We can even help write the ad for you absolutely free if needed. Highly Recommended! What is a solo Ezine ad?"

So far I have never received any qualified targeted visitors to my website. I spent $29.25 and they tried to take more of my money on some auto pay system. I stated where is my adds being placed? They only stated via chat that they advertise within there network and they are targeted to my market. When I asked how that can be when no one has ever filled out the name and email part to get the free web seminar. Which begins the process in my landing site. I have other landing sites that I promote using a different url name with 200 hits and I get a lead a week. And they state they send 10,000 hits with no leads...

Something fishy going on here. I think they take the money and send robots to your site to it looks like hits.
