Was promised $4.00 for each nights after and after thirty nights was told no rebate. Iowa

I stayed at the American Inn in west Burlington Iowa, and was told at check in that I should get a box stamped in an advertisement stating I would get $4.00 for each night I stayed but had to have ten before I could collect the rewards. I had the girls at the desk fill out the boxes each night and at the end of our stay was told that the manager would not be in for about two hours and if I would leave the stamps, they would have my cash in about two hours. We checked out, went to eat and came back in two hours only to be told that we wouldn't get any money and they wouldn't return the stamped tickets. They said I didn't pay standerd room rate, but they told me what the rate would be when I checked in. I talked to the management at a higher level and was told that each manager handles her motel and they would have her call me. She hasn't called and they don't answer the phone when I call from Phoenix.
