Bill discount can't avail because of delay in bill receipt

MSEB does the Statement worth an entire number state the statement quantity is 395 subsequently it'll cost 400. Why it's therefore? And declare that a discount is provided if settled before some day. But my encounter is the fact that I never obtain the statement prior to the discount qualified day, although I will spend it. There's lots shedding of 6-8 hours each day although not lowering the repair costs proportionately.
