Legally stealing my grandchildren while pulling the wools over my eyes

In desperation i am writing this letter to seek some kind of help if anyone is willing to help in this crucrade to save my two innocent grandchildren age 4yrs (boy) still in the foster system, my 2yrs granddaughter presently in my custody. Today i found out that the foster mother (70) had hired a attorney and petition the court to returned my granddaughter to her home. The local c & y had removed her in June 13th because of numerous excoriated peri and buttock, cover with opened areas & and sometimes huge water filled blisters.
I have taken my granddaughter twice to the er however, at different hospital other times, i took pictures and submitted to the local c&y agencies without any intervention.in october an on-call emergency case worker came to my home and reported that this was neglect however nothing was done.
My granddaughter was always returned to this foster home.
2006 I was told by the case worker that no-one had any decision as to where this child is being placed and that the agency is taking this child.
I confronted this case worker stated "Why was'nt i given the opportunity to take my granddaughter" the case worker threw her hands up in the air and stated "it's out there" in disbelief i stated " why are you keeping us from these children" just so you can say they bonded with the foster parents"
2005 i told the case worker that a family member was interested in taking my grandson, she stated that "No Judge will give a family member this child and continue to rave about a foster mother i have never seen.
2006 the local C& Y removed my then 2yrs old grandson from this 70 yrs foster mother and placed him with her daughter, without notifying me.
April myself and husband had a meeting with agency in which we were told to go and buy a crib that my now 2yrs old granddaugher will be coming home. A couple day later we were informed that the foster mother (70) had appeal to keep my granddaughter in her home.
Weekly visits were set-up with the hopes of having this child return home however that never happened. My grandson was then just once a month visit for four hours.
In the year of i have asked repeately for the mother to signed her rights over to me, that was denied, during that time, the agency would attempt to have my daughter signed off her parental rights without my knowing.
When myself and husband confronted the agency on several misconduct done by this agency, we were told that there were lots of mistakes made in this case however, this agency have made no attempt to correct any as of yet.
Yes! I have my granddaughter at present however, i am in tormil knowing it is out of my hands and that i have to return her on the 28th, due to fact, the local children and youth did not follow policy that was my understanding.
In my eyes, this is plain stealing of my grandchildren, right in front of my opened eyes.
I have read similar stories, yet i cannot believe, this is happening to me.
I was never involved in this situation, had placed my faith and trust in this system only to find out it is all fraud.
It appear that the foster family have more rights than the maternal grandmother or any family members.
I was wrong in thinking that foster family is set-up for temporary refudge not long term in a outrageous attempt to steal your family.
Please, i am pleading with anyone who will read this letter and come to my aid in an effort to save innocent children from a fate that was already designed for them without them knowing.
