Vartec owes me a credit refund since 2006 and it's now 2008! Got nothing but the run-around!

I changed my home telephone service in 2006 and was to receive a credit refund check for $46.22. When I call to check on it I'm told different things, they will send it, or already sent it & didn't I get it, or I didn't cancel long-distance, or they are researching it, or they need to verify, or someone from head office will call me & to wait about 1 week. It's now and I'm still waiting.
