I gave them a deposit of 15000 dollards to build a store it's been 6 months nothing happen, every time i call they give me a turn around

I gave them $ 15000 dollards to build a dollar store
since september I never see any action, everytime I call they gave me a turn around, I provide them with the documentation possible. Nothing is happenning, then I came to a conclusion to get my deposit back
they wouldn't give it back to me, at this point i would like to get my money back somehow i need some help.
