J.D. Marvel Products Inc. Failed to satisfy their part of a sales pitch ripoff Fraud

We ordered a "ClearVue Super Booster Indoor Mini-Dish TV/FM Antenna" on July 19 and paid $16.90 (price plus postage) by check for the product. Product was to have been sent to us within 2 to 5 weeks.
Our check was cashed, but we have not received the product nor have we heard anything from them. We have tried to call them at (514) 426-8715 with no results. The line was always busy when we called. We also sent an e-mail, but received no response.
This appears to be a fraudulent operation, and I am curious why a company like this can continue to operate. There are numerous reports of people being ripped off by this company, and they are still advertising on the internet and in magazines.
