Vick Dog Chew Toy Paid for But Not Received

I purchased a Vick Dog Chew Toy in August paid on paypal around $15, and it has not been delivered and when I try to contact someone all I get is a recording and/or an email delivered saying "to be patient" they redid the plastic from china or something, and then still no chew toy! It was supposed to also be for non-profit - so where is it???
