AFNI keeps sending me bills regarding Verizon Mayland, Inc. Phone #'s that I do not recognize. Baltimore Maryland

AFNI keeps sending debt collection notices to my address to a name of a person who has ever lived at this address. They send collection notices regarding amounts owed to this person at my address concerning a Verizon Maryland, Inc. Disconnnected phone numbers.
When you call the number provided -866-307-9197, a person answers and wants information from me and will not listen to my explanations. They just want information from me before proceeding.
I have retuned the bill to sender stating no such person at this address" and I think it gererates the new letters with new phone numbers.
I am going to contact the BBB serving Central Illinois to complain that there is no recourse for a comsumer who is wrongfully receiving these notcies.
