Bait and Switch, unethical breeder, changes terms and raises prices ripoff

Evelyn Lutz breeds tiny yorkshire terriers. She called me when she had a litter born because she knew I was interested in finding a playmate for my yorkie. When I visited her she told me I could have my choice of the two puppies just born and we agreed on a price of $3,000 (even though that's high for a pet quality yorkie, I had just been through an ordeal with another breeder and she knew I was anxious to find a puppy).

When it came time to pick out and pay for the puppy she announced that she was keeping the smaller one or selling it for $4500 and I could only choose the larger one for $3,000. I reminded her that she had told me (in front of witnesses) that I could have my choice and that even at $3,000 that was a lot of money to pay for a pet quality puppy, no way was I going to pay more than that and didn't feel comfortable purchasing from her. She then told me she just had her 2 pound female bred, which is an absolutely horrible thing to do to an animal that small.

She's extremely unethical, repeatedly breeding dogs too small and having c sections, keeping them outside all day long in hot weather, lying about lineage and using bait and switch methods to increase her price. She also went back and forth on who she used for stud for the puppy (once she said she paid $800 for a stud fee then changed it to using her own male).

What hurt me the most was the sudden change of not allowing me the choice, which had been a big factor in why I was willing to pay so much and then raising the price on the smaller one, all in front of my 10 year old. That's just rotten.
