Mailed me a check in the amount of $3120.00 for fees, charges as a start in claiming my $46500.00 winnings Canada

I was mailed a winning notification letter on June 04 stating I won $46500.00 as part of the North American Utilites drawing which was part of a million dollar lottery held on April 12. The letter stated my telephone number was selected through a computer ballot system of 149,000 numbers and mine emerged as a winner! I had therefore been awarded a LUMP SUM PAY OUT OF $46500.00 USD CASH! I was given a code to mention and two contact names to ask for when calling to finalize the processing of my winnings. They even went as far as to mail me a check for $3,120.00 dollars made payble to me processed against the Chase Bank. The address on the check was a Lousianna address and they even went as far as stating security spottings on the check.
I called the numbers listed on the letter more than once and got a recording stating office and hours and was promted to leave a message and someone would call me back, that has not happen! I then decided to check out the company over the Internet and found complaints. I was also asked to keep my winning confidential until I received my winnings.
