They did not give me a full refund on a order I cancelled before I got the order ripoff

Here's what happened on 5/8/06. I ordered 2 vending snack machines. Well after waiting 2-3 weeks I call them and told them to cancel the order. Well 1 week latter they came ups. I refused them. I payed $652.06. They only want to give me back $398.22. This is a bunch of crap. I filed a report to bbb. They have 25 complaints filed against them for the same thing. They won't do nothing about it. Hope you can help. Thanks
