Ripoff lying about tax papers policies

I had recently applied for multiple jobs at monster.com, I got a call asking if I wanted to do an interview for a position that I had applied for. I drove to the location specified, and it turned out to be a staffing agency. I was a bit angry, but ok whatever might as well sign up while I am there.

They had me do some initial testing to measure my administrative/office skills, then they gave me some paperwork to sign.

One said that I had recieved a copy of the employee handbook, had read all its policies and accepted them. I hadnt done any of those things so I refused to sign, they seemed rather annoyed that I had read the paperwork and wasnt going to sign it. They had expected me to sign the paper work before ever giving me a handbook. They gave me a copy of the handbook after I asked for one specifically, and I was starting to get suspicious at that point.

There was a standard w-4 tax form, and then another one I had never filled out before at any job. It asked if I had ever been on government assistance, was a vetran, etc. From the looks of it they get tax credit for recruiting people in those situations. The tax form said it was an optional piece of paperwork, so I refused to do it because it was a lot of work and they wouldnt gain any tax credits from me anyway (i have never been on welfare or a vetran or any of the other things on there). The recruiter lady told me I could not work with their company's clients unless I had signed the paperwork, I pointed out how it said ON THE FORM ITSELF THAT I DO NOT HAVE TO FILL IT OUT IN ORDER TO BE EMPLOYED. I felt my intelligence was insulted by her, so I left with all the forms (only a w4 was signed and dated). The recruiter sent her assistant to run after me outside, and she said I couldnt leave with the tax form (WHAT? That made NO sense). I was frustrated and handed it back to her and gave her a rotten look.

I still had the employee handbook, upon looking through it I discovered why they didnt want me reading the booklet before signing a contract accepting the terms. They have many screwy policies - for instance, if you miss a day of work at a job that you are temping at they will convert all hours from that pay period into minimum wage pay. This is some shady stuff. I dont know if it was just that one office of remedy's that had a problem, or if they are all bad. I just know that I was lied to from the get go and the BS didnt stop until I chose to walk out of there.
