Ripoff frauds

My name is shelly 21 one years old. I gots in to a car accident in 2003 that almosr caused me my like and I was unable to work so i had to live off credits. Because i was unable to work that put me in debt. One day i was surfing through the web to find a card that can improve my credit. I came across capital financial and was quite impressed. The next i decided to call them up and they told me that I have to pay 200 dollars and they will give me a credit limit of 2000 dollars. They also said that i have to use the card once a month. I asked them if it was a regulars credit card and they said yes i can use it any where i just have to wait for the package in the mail to sign it and returned it to get my card. A day before they payment was due i called and cancelled they payment to come out of my account they said yes they payment would not come and i ask them if they were sure they said yes, but come to find out they too it out anyway. When the paper came in the mail i read it and it said that the card can only be used in their catalog. I felt deceived, tricked and lied to. I called them and said that this wasnt what i agreed to and they were so use rude. I ask them how to get a refund and they said that i just need to write a letter to the refund center and until this day not money no card no nothing. I hope people read this and dont fall in they same hole i did this company needs to be exposed and we the victims need our money back.
